Ask any question you want... as long as it's...

Two aspects of recent business involved a clashing of moments this past week. One, an e-forum I'm copied into, that bemoans the dominance of command and control systems in public sector learning - fundamentally asserting they are fulfilling nothing but the happy smile and tick boxes of the commanders... and a group of community workers and partners beginning to put together yet another re organised public sector structure that makes no real sense beyond the desk it was written on... they say...


A common thread was the reluctance, hesitation and sometimes fear that that has been caused by asking why these things exist, why they don't work, why they were planned in the first place. So much so, as one observer suggested, we are so reluctant to challenge and search for the understanding that it breeds a fear culture. It has spawned a culture where no challenge is tolerated and is sometimes punished by the appointed leaders, commanders.


If this has resonance, then WHY are we asserting that citizens should be encouraged to demand understanding of what is done unto them without engaging with them effectively?

There is no point, say so many people in our communities... they don't listen.

  2. Apologies if vague.....frankly its about the failing of a control model in the face of rhetoric that doesnt prove to be tangible and at all effective for too many people. The systems are not responding to the consumer, citizens and learners and the few people in control are not up for it and too often operating in roles beyond their capabilities. So it seems according to too many people in the system...so that then breeds a"whats the point" attitude.
